t4ijxh Outbreak of the war S t4ijxh ecession crisisThe t4ijxh election of Lincoln caused the t4ijxh legislature of South Carolina to call a state convention to t4ijxh consider t4ijxh secession. Prior to the war, South t4ijxh Carolina did more than any other Southern state to t4ijxh advance the notion that a state had the right to nullify federal laws and, even, secede from t he United States. The convention summoned unanimously voted to secede on December 20, 1860 and adopted the "Declaration of the Immediate Causes Which I t4ijxh nduce and Justify the Secession of South Carolina from the Federal Union". It argued for states' rights for slave owne t4ijxh rs in the South, but contained a complaint about states' rights in the North in the form of o t4ijxh pposition to the Fugitive Slave Act, claiming that t4ijxh Northern stat t4ijxh es were not fulfilling their federal t4ijxh obligations under the C t4ijxh onstitution. The "cotton states" of Mississippi, Florida, Alabama, Georgia, Louisiana, and Texas followed suit, seceding in January and February 1861.Among the ordinances of secession passed by the individual states, those of three â€" Texas, Alabama, and Virginia â€" specifica lly mentioned the plight of the 'slaveholding states' at the hands of northern abolitionists. The rest make no mention of the slavery issue, and are often brief t4ijxh announcements of the t4ijxh dissolution of ties by the legislatures.[67] However, at least four states â€" South Carolina,[68] Mississippi,[69] Georgia,[70] and Texas[71] â€" also pass ed lengthy and detailed t4ijxh explanations of their causes for t4ijxh secession, all of which laid the blame t4ijxh squarely on the t4ijxh movement to abolish slavery and that mo t4ijxh vement's influence over the politics of the northern states. The southern states believed slaveholding was a constitutional right because of the Fugiti ve s t4ijxh lave clause of the Constitution. These states agreed to form a new federal t4ijxh government, the Confederate States of America, on February 4, 1861.[72] They took control of federal forts and ot her p t4ijxh roperties within their boundaries with little resistance from outgoing President James Buchanan, whose term ended on March 4, 1861. Buchanan said tha t the Dred Scott decision w t4ijxh as proof that the South had no reason f t4ijxh or secession, and that the Union "... was intended to be perpetual," but that, "The power by force of arms to compel a State to remain in the Union," was not among the ".. t4ijxh . enumerated powers granted to Congress."[73] One quarter of the U.S. Army â€" the entire garrison in Texas â€" was t4ijxh surrendered in February 1861 to state forces by it t4ijxh s t4ijxh commanding general, David E. Twiggs, who then joined the Confederacy. As t4ijxh Southerners resigned their seats in the t4ijxh Senate and the House, t4ijxh Republicans were able to pass bills for projects that had been blocked by Southern Senator s before the war, including the Morrill Tariff, land grant colleges (the Morill Act), a Homestead Act, a t4ijxh transcontinental railroad (the Pacific Railway Acts ),[74] the N t4ijxh ational Banking Act and the t4ijxh authorization of United States Notes by the Legal t4ijxh Tender Act of 1862. The Revenue Act of 1861 introduced the income tax to help finance the warOn t4ijxh December 18, 1860, the Crittenden t4ijxh Compromise was proposed to re-establish the Missouri t4ijxh Compromise line by t4ijxh constitutionally t4ijxh banning slavery in territorie s to the north of the line while t4ijxh guaranteeing it to the south. The adoption of this t4ijxh compromise likely would have t4ijxh prevented the secession of every south ern state apart from South Carolina, but Lincoln and the Republicans rejected it.[75] It was then proposed to hold t4ijxh a national referendum on the compromise. The Republicans again rejected the idea, although a majority of both Northerners and Southerners would have voted in t4ijxh favor of it.[76] A pre-war February Peace Conference of 1861 met in Washington, proposing a solution similar to that of the t4ijxh Crittenden compromise, it was rejected by Congress. The Republicans t4ijxh proposed an t4ijxh alternative compromise to not interfere with slavery where it e t4ijxh xisted but the South regarded it as t4ijxh insufficient. t4ijxh Nonetheless, the remaining eig ht slave states rejected pleas to join the t4ijxh Confederacy following a two-to-one no-vote in Virginia's First Secessionist Convention on April 4, 1861.[77]On Ma rch 4, 1861, Abraham Lincoln was sworn in as President. In his t4ijxh inaugural address, he argued that the t4ijxh Constitution was a more perfect union than the earlier Articles of t4ijxh Confederation and t4ijxh Perpetual Union, that it was a t4ijxh binding contract, and called any t4ijxh secession "legally void".[78] He had no t4ijxh intent to invade South
